ADMINISTRATIVE AND FINANCE MANAGER

ADMINISTRATIVE AND FINANCE MANAGER

LANDS & SURVEY DEPARTMENT

Salary:  CI $55,560 – 74,712 per annum

The postholder will manage and control departmental accounts and expenditures and supervise administrative/finance staff.

These duties will include but are not limited to:

·    Manage Departmental Budget, together with the preparation of the monthly/quarterly reports and annual budget under guidance of the Director.

·   Arrange for prompt invoicing/collection of revenue due by virtue of the Public Management and Financial Law (PMFL).

·    Supervise the administrative and finance staff ensuring that their duties are carried out efficiently and that the Section works effectively.  Furthermore, the postholder will need to ensure that annual performance agreements are completed.

·   Manage and supervise the department’s TRS records and produce relevant reports.

·   Assist in the preparation of the annual budget, prepare financial statements, answer audit enquiries and maintain an asset register for the department.

Qualifications, Skills and Experience: The postholder should possess:-

·        A Bachelor’  Degree in Accounting, finance and/or management together with a minimum of 4 years post graduate experience within an appropriate office environment.  An accounting professional qualification is desirable.

·        Experience in the preparation of budgets, financial statements and associated reports are essential.

·        Experience in the use of Government IRIS/Oracle software programme is preferred.

·        Excellent computer literacy and keyboard skills particularly in the Microsoft Office suite of products (i.e. Excel, Word, and Access).

·        Well-developed organisational, managerial and administrative skills are essential.

VALUATION OFFICER

VALUATION OFFICER

Salary:  CI $49,428 - $66,480 per annum

The post holder will assist the Chief Valuation Officer and his team in carrying out their various statutory and professional duties which include but are not limited to:.

·   Carrying out valuations for all Government purposes including the assessment of Stamp Duty, Asset Management and insurance purposes.

·   Negotiating acquisitions and disposals of property.

·   Estimating and negotiating compensation claims for road acquisition and compulsory acquisition purposes.

·   Providing professional advice on all Landlord & Tenant matters.

·   General Management of the Crown Estate

Qualifications, Skills and Experience: Applicants must possess a Degree in Valuation / Estate Management (or equivalent), have a minimum of three year’s post degree experience in a broad spectrum of relevant professional work and be a Member of the Royal Institution of Chartered Surveyors (or equivalent). It is essential that post holder is strongly motivated, has self-discipline and is able to work on their own initiative.

GIS DEVELOPMENT ASSISTANT

GIS DEVELOPMENT ASSISTANT

LANDS & SURVEY DEPARTMENT

Salary:  CI $44,268- $59,544 per annum

This position is for a GIS Development Assistant to be responsible for the development and support of geo enabled websites and web applications inside and outside of Government.

Applications are invited from candidates with a strong GIS skill set and a proven track record of successful project work in the government or private sector. Central to the role is the ability to work in a team oriented environment, helping to develop new services for our customers.  Additionally, the post-holder will act as the primary point of contact and take the lead in providing support to the hundreds of users that we currently have a contractual relationship with. 

Additionally, tasks will include the responsibility for website maintenance, taking a proactive role in the support of all desktop systems, peripherals and supplies, liaising with the Computer Services department as necessary, and mentoring junior staff members to increase their skill set and job performance.

Proven knowledge and experience in many of the following areas of specialization is desirable:  GIS based Web Development (ASP.NET (C#), PHP, Silverlight, JavaScript, HTML) using an Agile methodology such as Scrum, REST, Python, ArcGIS 10 and extensions, ArcServer 10, ArcSDE, SQL and proficiency in MS Office products.

Candidates should possess a degree in GIS, Digital Cartography, Geography or Computer Science (BSc preferred) and 4 years relevant industry experience, preferably in a Land Records GIS environment. A comprehensive level of proficiency in the ESRI suite of GIS software - ArcGIS (specifically in relation to data and database manipulation for mapping purposes) and knowledge and practical skills in the use of Microsoft’s Office suite of products is essential.
