Salary: CI $55,128 – 74,136 per annum
The postholder will manage and control departmental accounts and expenditures and supervise administrative/finance staff.
These duties will include but are not limited to:
· Manage Departmental Budget, together with the preparation of the monthly/quarterly reports and annual budget under guidance of the Director.
· Arrange for prompt invoicing/collection of revenue due by virtue of the Public Management and Financial Law (PMFL).
· Supervise the administrative and finance staff ensuring that their duties are carried out efficiently and that the Section works effectively. Furthermore, the postholder will need to ensure that annual performance agreements are completed.
· Manage and supervise the department’s TRS records and produce relevant reports.
· Assist in the preparation of the annual budget, prepare financial statements, answer audit enquiries and maintain an asset register for the department.
Qualifications, Skills and Experience: The postholder should possess:-
· A Bachelor’s/Masters Degree in Accounting, finance and/or management together with a minimum of 4 years post graduate experience within an appropriate office environment. An accounting professional qualification is desirable.
· Experience in the preparation of budgets, financial statements and associated reports are essential.
· Experience in the use of Government IRIS/Oracle software programme is preferred.
· Excellent computer literacy and keyboard skills particularly in the Microsoft Office suite of products (i.e. Excel, Word, and Access).
· Good work attendance, dependability and confidentiality are essential.

Cadastral Quality Assurance Assistant
Reference: LS/SUV-QA
Salary: CI $43,932 - $59,088 per annum
The post holder will assist in monitoring, evaluating and coordinating the Cadastral Quality Assurance System (CQAS) to ensure compliance with legal, technical and quality system requirements. Specifically:
- Land Surveyors Law & Regulations ;
- Registered Land Law & Regulations;
- Chief Surveyor’s Technical Circulars.
The post holder will participate in Quality Assurance within the Survey sections through standard sampling and examination procedures, which shall ensure compliance with the Lands legislation, Chief Surveyor’s Technical Circulars and mapping specifications. He/she will facilitate timely, controlled and efficient authentication and approval of submissions by Licensed Land Surveyors and Government Surveyors. In addition, the post holder will help ensure timely Customer Satisfaction surveys and analysis of results for system improvement, and assist in monitoring, maintaining, periodically reviewing and recommending improvements to maintain the quality of the Cadastre services.
Qualifications, Experience and Skills: Applicants must be experienced in Quality Management Systems, ISO 9000, or similar international Quality Standards. Technical education in a related Land Survey discipline with a minimum of 5 years’ post-qualification (deemed to be HND/HNC or equivalent) experience in cadastral surveying is expected. Experience in a land cadastre similar to that of the Cayman Islands would be an advantage, and professional membership to a related body such as the RICS would be desirable. It would be expected that the jobholder should be aware of modern Geomatics, encompassing a comprehensive range of technical and IT skills such as:
- Global Positioning Systems (GPS);
- Automated data-capture survey instrumentation, plan & height;
- Wide experience of varied field survey and office methodologies including instrument calibration and control networks
The jobholder must have an intimate knowledge and understanding of the relevant land laws, regulations and technical instructions. He/she must execute these meticulously, as each survey is unique and varies in complexity. The jobholder must also be computer literate with working knowledge of GIS software such as ESRI, ArcGIS/ArcView, Computer Aided Design (CAD) drafting such as AutoCAD software, along with application software such as MS Word and Excel.
An ability to communicate effectively and in a professional manner with staff and clients of the department, principally professional Licensed Land Surveyors, Directors of private survey companies, together with officials in other Government Departments, is essential. The jobholder must be able to work equally within a team or as an individual and be able to plan, organise and meet deadlines within a dynamic working environment.

The Lands & Survey Department of the Cayman Islands Government has immediate vacancies for GIS Officers in the GIS team.
These are new and additional posts, reflecting the ongoing expansion of this business unit.
The department is the primary repository and management agency for the Cayman Islands National Geospatial Data Infrastructure initiative. In support of this, the GIS team is tasked with the deployment of spatially aware solutions to its users plus comprehensive database and mapping support to the department, all areas of government, and the private sector.
In addition to GIS, the department is responsible for delivering services and managing databases connected with Land Registry, Land Valuation & Facilities Management, and Land Survey.
Applications are invited from candidates with a strong GIS skill set that emphasizes the ability to work effectively within a team of GIS specialists in a production-oriented environment. Central to the role will be the utilization of the ESRI suite of GIS software for the provision of mapping expertise for customized and statutory mapping. Additionally, the role coordinates and assists in the creation, update and maintenance of numerous data layers of land information and associated metadata as needed.
Candidates should possess a Higher Diploma or Certificate in Cartography, or at least 4 years relevant industry experience, preferably in a Land Records GIS environment. The candidate should additionally be at least a high school graduate (including Mathematics, English and Science). A comprehensive level of proficiency in the ESRI suite of GIS software - ArcGIS (specifically in relation to data and database manipulation for mapping purposes) and knowledge and practical skills in the use of Microsoft’s Office suite of products is essential. The candidate should be competent in simple customization and scripting within the ArcGIS environment.
The contract period is 2 years, renewable pending satisfactory performance review.
Benefits include: 18 days annual leave plus statutory public holidays (presently 11 per year). Medical and dental care is provided at government facilities, pension scheme, generous relocation allowance, and return air travel at the beginning and end of each contract period from the point of origin.
No income tax is payable in the Cayman Islands.

The Cayman Islands are a beautiful British Dependent Territory in the Western Caribbean, located approximately 450 miles south of Miami. We have a population of around 50,000 and enjoy one of the highest standards of living in the Caribbean.
The Lands & Survey Department of the Cayman Islands Government is recruiting for the post of GIS Programmer/Analyst for the Geographical Information Systems (GIS) team. We are looking to round out our GIS development team with candidates who have a mix of web development, application development, GIS development, and database skills.
The Lands & Survey Department is the primary repository and management agency for the Spatial Data Infrastructure of the Cayman Islands. The GIS team is tasked with the development and deployment of spatially aware solutions to users inside of government. Additionally, the department generates substantial revenue for the Cayman Islands Government by selling these solutions and services to the private sector.
Applications are invited from candidates with a competent skill set that emphasizes the ability to develop technically sound applications using a wide range of development tools and technologies. The ideal candidate will be a graduate with a degree in Computer Science, Geography, GIS, or a related discipline, plus 3-5 years relevant industry experience, minimum. Candidates should have proven experience on GIS and programming projects and be able to demonstrate their contribution to completed products. The candidate must be comfortable working as part of a project team.
The GIS Development team’s work is primarily done with Microsoft’s C# .NET using Microsoft SQL Server 2008 and Oracle 11G. Going forward, we see significant development work with Flex/Silverlight/Javascript and HTML5. We have a completely virtualized development environment with VMWare ESX VSphere 4. For web development, we are using the DotNetNuke content management system with custom developed modules. Subversion is used for source control. Our ESRI environment is currently at ArcGIS 10 with multiple licenses of ArcGIS Server Enterprise, ArcInfo, ArcView and most of the ESRI extensions. We have an extensive amount of GIS data with 3” aerial photos, LiDAR data, and a wide variety of GIS vector data.
Candidates should have demonstrable experience in the use of many of the following: .NET programming (C#), web development (ASP.NET, Flex/Silverlight, HTML5, JavaScript, CSS, web services), SOAP/XML, Python, ArcObjects, ArcGIS and extensions, ArcGIS Server (beyond map services), ArcSDE, SQL (PL/SQL, T-SQL), and a solid understanding of enterprise database design, configuration and modeling; specifically, deep experience with SQL Server and/or Oracle.
Additional, desirable experience: Experience with Microsoft Active Directory, Microsoft security, VMWare, servers and network configurations is desirable.
