VALUATION OFFICER

LANDS & SURVEY DEPARTMENT

Salary:  CI $51,900 - $69,804
per annum

The post holder will assist the Chief Valuation Officer and his team in carrying out their various statutory and professional duties which include but are not limited to:.

·    Carrying out valuations for all Government purposes including the assessment of Stamp Duty, Asset Management and insurance purposes.

·    Negotiating acquisitions and disposals of property.

·    Estimating and negotiating compensation claims for road acquisition and compulsory acquisition purposes.

·    Providing professional advice on all Landlord & Tenant matters.

·    General Management of the Crown Estate

Qualifications, Skills and Experience: Applicants must possess a Degree in Valuation / Estate Management (or equivalent), have a minimum of three year’s post degree experience in a broad spectrum of relevant professional work and be a Member of the Royal Institution of Chartered Surveyors. It is essential that post holder is strongly motivated, has self-discipline and is able to work on their own initiative.

Benefits will be determined in accordance with the Public Service Management Law (2018) and Regulations (2017), the Public Service Pensions Law (2017 Revision) and the CINICO Health Plan, which includes non-contributory pension and health benefits.

GIS DEVELOPMENT ASSISTANT

Salary:  CI $44,268- $59,544 per annum

The GIS Development Assistant is responsible for the development and support of geo enabled websites and web applications inside and outside of Government.

Applications are invited from candidates with a strong GIS skill set and a proven track record of successful project work in the government or private sector. Central to the role is the ability to work in a team oriented environment, helping to develop new services for our customers.  Additionally, the post-holder will act as the primary point of contact and take the lead in providing support to the hundreds of users that we currently have a contractual relationship with. 

Additionally, tasks will include the responsibility for website maintenance, taking a proactive role in the support of all desktop systems, peripherals and supplies, liaising with the Computer Services Department as necessary, and mentoring junior staff members to increase their skill set and job performance.

Proven knowledge and experience in many of the following areas of specialization is desirable:  GIS based Web Development (ASP.NET (C#), PHP, Silverlight, JavaScript, HTML) using an Agile methodology such as Scrum, REST, Python, ArcGIS 10 and extensions, ArcGIS Enterprise10, ArcGIS Enterprise Database, SQL and proficiency in MS Office products.

Candidates should possess a degree in GIS, Digital Cartography, Geography or Computer Science (BSc preferred) and 3 years relevant industry experience, preferably in a Land Records GIS environment. A comprehensive level of proficiency in the ESRI suite of GIS software - ArcGIS (specifically in relation to data and database manipulation for mapping purposes) and knowledge and practical skills in the use of Microsoft’s Office suite of products is essential.

Benefits will be determined in accordance with the Public Service Management Law (2018) and Regulations (2017), the Public Service Pensions Law (2017 Revision) and the CINICO Health Plan, which includes non-contributory pension and health benefits.

The contract period is 2 years, renewable pending satisfactory performance review.

GIS PROGRAMMER ANALYST

The GIS Programmer/ Analyst is responsible for the development and support of software solutions which improve the use of the National Geographic Information System (NGIS).

Applications are invited from exceptional candidates with a strong GIS skill set that emphasizes the ability to develop technically sound applications using a wide range of development tools and technologies. The applicant should enjoy working in a creative agile team environment with technical team-members to plan, develop, test, and deliver innovative spatial products to our users.  A desire to learn and pick up new skills quickly is essential.

The applicant should possess a degree in Computer Science, Geographic Information Systems or related programming discipline, plus 5 years relative industry experience, ideally within in an environment that has given significant exposure to spatial concepts. The ability to apply programming concepts to geospatial information is a fundamental requirement.

Demonstrable experience in the use of many of the following is considered essential:

·        Experience in a Continuous Development Environment

·        ESRI ArcGIS Server 10.x

·        Web Development (ASP.NET (C#), JavaScript, HTML5) REST/SOAP, Microsoft Silverlight,     Python, ArcObjects

·        ArcGIS 10.x and extensions

·        Geodatabase Design and Management

·        Structured Query Language (SQL), PL/SQL, T-SQL

·        Agile Development Methodologies

·        Source Control Systems such as GIT
